平吏之治官也，行法而無私，則姦臣不得其利焉，此姦臣之所務傷也。人主不參驗其罪過，以無實之言誅之，則姦臣不能無事貴重而求推譽，以避刑罰而受祿賞焉。故《明法》曰：「喜賞惡罰之人，離公道而行私術矣。」
