亂主之行爵祿也，不以法令案功勞；其行刑罰也，不以法令案罪過，而聽重臣之所言。故臣有所欲賞，主爲賞之；臣欲有所罰，主爲罰之，廢其公法，專聽重臣。如此，故羣臣皆務其黨重臣而忘其主，趨重臣之門而不庭。故《明法》曰：「十至於私人之門，不一至於庭。」
