明主在上位，則竟內之衆盡力以奉其主，百官分職致治以安國家。亂主則不然，雖有勇力之士，大臣私之，而非以奉其主也；雖有聖智之士，大臣私之，非以治其國也。故屬數雖衆，不得進也；百官雖具，不得制也。如此者，有人主之名而無其實。故《明法》曰：「屬數雖衆，非以尊君也；百官雖具，非以任國也。此之謂國無人。」
