明主在上位，有必治之勢，則羣臣不敢爲非。是故羣臣之不敢欺主者，非愛主也，以畏主之威勢也。百姓之爭用，非以愛主也，以畏主之法令也。故明主操必勝之數，以治必用之民；處必尊之勢，以制必服之臣。故令行禁止，主尊而臣卑。故《明法》曰：「尊君卑臣，非計親也，以勢勝也。」
