凡所謂功者，安主上，利萬民者也。夫破軍殺將，戰勝攻取，使主無危亡之憂，而百姓無死虜之患，此軍士之所以爲功者也。奉主法，治竟內，使强不凌弱，衆不暴寡，萬民驩盡其力而奉養其主，此吏之所以爲功也。匡主之過，救主之失，明理義以道其主，主無邪辟之行，蔽欺之患，此臣之所以爲功也。故明主之治也，明分職而課功勞，有功者賞，亂治者誅。誅賞之所加，各得其宜，而主不自與焉。故《明法》曰：「使法量功，不自度也。」
