明主之治也，縣爵祿以勸其民，民有利於上，故主有以使之。立刑罰以威其下，下有畏於上，故主有以牧之。故無爵祿則主無以勸民，無刑罰則主無以威衆。故人臣之行理奉命者，非以愛主也，且以就利而避害也。百官之奉法無姦者，非以愛主也，欲以愛爵祿而避罰也。故《明法》曰：「百官論職，非惠也，刑罰必也。」
