明主之道，卑賤不待尊貴而見，大臣不因左右而進，百官條通，羣臣顯見。有罰者，主見其罪。有賞者，主知其功。見知不悖，賞罰不差，有不蔽之術，故無壅遏之患。亂主則不然，法令不得至於民，疏遠鬲閉而不得聞。如此者，壅遏之道也。故《明法》曰：「令出而留謂之壅。」
