桓公曰：「乘馬之數盡於此乎？」管子對曰：「布織財物，皆立其貲。財物之貲與幣高下，穀獨貴獨賤。」桓公曰：「何謂獨貴獨賤？」管子對曰：「穀重而萬物輕，穀輕而萬物重。」公曰：「賤筴乘馬之數奈何？」管子對曰：「郡縣上臾之壤守之若干，閒壤守之若干，下壤守之若干。故相壤定籍而民不移，振貧補不足，下樂上。故以上壤之滿，補下壤之衆。章四時，守諸開闔，民之不移也，如廢方於地。此之謂筴乘馬之數也。」
