桓公曰：「善。吾欲立軌官，爲之柰何？」管子對曰：「鹽鐵之筴，足以立軌官。」桓公曰：「奈何？」管子對曰：「龍夏之地，布黃金九千。以幣貲金，巨家以金，小家以幣。周岐山至於崢丘之西塞丘者，山邑之田也，布幣稱貧富而調之。周壽陵而東至少沙者，中田也，據之以幣，巨家以金，小家以幣。三壤已撫，而國穀再什倍。梁、渭、陽瑣之牛馬滿齊衍，請敺之顛齒，量其高壯。曰：『國爲師旅，戰車毆就斂子之牛馬。上無幣，請以穀視市櫎而庚子牛馬，爲上粟二家。』二家散其粟，反准，牛馬歸於上。」
