桓公問管子曰：「請問國勢。」管子對曰：「有山處之國，有氾下多水之國，有山地分之國，有水泆之國，有漏壤之國。此國之五勢，人君之所憂也。山處之國，常藏穀三分之一。氾下多水之國，常操國穀三分之一。山地分之國，常操國穀十分之三。水泉之所傷，水泆之國，常操十分之二。漏壤之國，謹下諸侯之五穀，與工雕文梓器，以下天下之五穀。此准時五勢之數也。」
