「五穀者，民之司命也。刀幣者，溝瀆也。號令者，徐疾也。令重於寶，社稷重於親戚。胡謂也？」對曰：「夫城郭拔，社稷不血食，無生臣。親沒之後，無死子。此社稷之所重於親戚者也。故有城無人，謂之守平虛。有人而無甲兵而無食，謂之與禍居。」
