上農挾五，中農挾四，下農挾三。上女衣五，中女衣四，下女衣三。農有常業，女有常事。一農不耕，民有爲之飢者；一女不織，民有爲之寒者。飢寒凍餓，必起於糞土，故先王謹於其始。事再其本，民無𥼷者賣其子。三其本，若爲食。四其本，則鄉里給。五其本，則遠近通，然後死得葬矣。事不能再其本，而上之求焉無止，然則姦涂不可獨遵，貨財不安於拘，隨之以法，則中內摲民也。輕重不調，無𥼷之民不可責理，鬻子不可得使，君失其民，父失其子，亡國之數也。
