桓公曰：「强本節用，可以爲存乎？」管子對曰：「可以爲益愈，而未足以爲存也。昔者紀氏之國，强本節用者，其五穀豐滿而不能理也，四流而歸於天下。若是，則紀氏其强本節用，適足以使其民穀盡而不能理，爲天下虜，是以其國亡而身無所處。故可以益愈，而不足以爲存。故善爲國者，天下下我高，天下輕我重，天下多我寡，然後可以朝天下。」
