管子曰：「昔者，癸度居人之國，必四面望於天下，下高亦高。天下高，我獨下，必失其國於天下。」桓公曰：「此若言曷謂也？」管子對曰：「昔萊人善染，練茈之於萊純錙，緺綬之於萊亦純錙也。其周中十金。萊人知之，閒繤茈空。周且斂馬作見於萊人操之，萊有推馬。是自萊失綦茈而反準於馬也。故可因者因之，乘者乘之，此因天下以制天下。此之謂國準。」
