大夫曰：「令者所以教民也，法者所以督奸也。令嚴而民慎，法設而奸禁。罔疏則獸失，法疏則罪漏。罪漏則民放佚而輕犯禁。故禁不必，怯夫僥幸；誅誠，跖、蹻不犯。是以古者作五刑，刻肌膚而民不踰矩。」
