大夫曰：「齊桓公越燕伐山戎，破孤竹，殘令支。趙武靈王踰句註，過代谷，略滅林胡、樓煩。燕襲走東胡，辟地千里，度遼東而攻朝鮮。蒙公為秦擊走匈奴，若鷙鳥之追群雀。匈奴勢懾，不敢南面而望十餘年。及其後，蒙公死而諸侯叛秦，中國擾亂，匈奴紛紛，乃敢復為邊寇。夫以小國燕、趙，尚猶卻寇虜以廣地，今以漢國之大，士民之力，非特齊桓之眾，燕、趙之師也；然匈奴久未服者，群臣不幷力，上下未諧故也。」
