御史曰：「春秋無名號，謂之雲盜，所以賤刑人而絕之人倫也。故君不臣，士不友，於閭里無所容。故民恥犯之。今不軌之民，犯公法以相寵，舉棄其親，不能伏節死理，遁逃相連，自陷於罪，其被刑戮，不亦宜乎？一室之中，父兄之際，若身體相屬，一節動而知於心。故今自關內侯以下，比地於伍，居家相察，出入相司，父不教子，兄不正弟，舍是誰責乎？」
