御史曰：「夏後氏不倍言，殷誓，周盟，德信彌衰。無文、武之人，欲修其法，此殷、周之所以失勢，而見奪於諸侯也。故衣弊而革才，法弊而更制。高皇帝時，天下初定，發德音，行一切之令，權也，非撥亂反正之常也。其後，法稍犯，不正於理。故奸萌而甫刑作，王道衰而詩刺彰，諸侯暴而春秋譏。夫少目之網不可以得魚，三章之法不可以為治。故令不得不加，法不得不多。唐、虞畫衣冠非阿，湯、武刻肌膚非故，時世不同，輕重之務異也。」
