御史曰：「嚴墻三刃，樓季難之；山高幹雲，牧豎登之。故峻則樓季難三刃，陵夷則牧豎易山巔。夫爍金在爐，莊蹻不顧；錢刀在路，匹婦掇之；非匹婦貪而莊蹻廉也，輕重之制異，而利害之分明也。故法令可仰而不可踰，可臨而不可入。詩云：『不可暴虎，不敢馮河。』為其無益也。魯好禮而有季、孟之難，燕噲好讓而有子之之亂。禮讓不足禁邪，而刑法可以止暴。明君據法，故能長制群下，而久守其國也。」
