大夫曰：「山嶽有饒，然後百姓贍焉。河、海有潤，然後民取足焉。夫尋常之汙，不能溉陂澤，丘阜之木，不能成宮室。小不能苞大，少不能贍多。未有不能自足而能足人者也。未有不能自治而能治人者也。故善為人者，能自為者也，善治人者，能自治者也。文學不能治內，安能理外乎？」
