丞相史曰：「說西施之美無益於容，道堯、舜之德無益於治。今文學不言所為治，而言以治之無功，猶不言耕田之方，美富人之囷倉也。夫欲粟者務時，欲治者因世。故商君昭然獨見存亡不可與世俗同者，為其沮功而多近也。庸人安其故，而愚者果所聞。故舟車之治，使民三年而後安之。商君之法立，然後民信之。孔子曰：『可與共學，未可與權。』文學可令扶繩循刻，非所與論道術之外也。」
