大夫曰：「孤子語孝，躄者語杖，貧者語仁，賤者語治。議不在己者易稱，從旁議者易是，其當局則亂。故公孫弘布被，倪寬練袍，衣若仆妾，食若庸夫。淮南逆於內，蠻、夷暴於外，盜賊不為禁，奢侈不為節；若疫歲之巫，徒能鼓口耳，何散不足之能治乎？」
