大夫曰：「卒徒工匠，以縣官日作公事，財用饒，器用備。家人合會，褊於日而勤於用，鐵力不銷煉，堅柔不和。故有司請總鹽、鐵，一其用，平其賈，以便百姓公私。雖虞、夏之為治，不易於此。吏明其教，工致其事，則剛柔和，器用便。此則百姓何苦？而農夫何疾？」
