大夫曰：「古者，明王討暴衛弱，定傾扶危。衛弱扶危，則小國之君悅；討暴定傾，則無罪之人附。今不征伐，則暴害不息；不備，則是以黎民委敵也。春秋貶諸侯之後，刺不卒戍。行役戍備，自古有之，非獨今也。」
