大夫曰：「前議公事，賢良、文學稱引往古，頗乖世務。論者不必相反，期於可行。往者，縣官未事胡、越之時，邊城四面受敵，北邊尤被其苦。先帝絕三方之難，撫從方國，以為蕃蔽，窮極郡國，以討匈奴。匈奴壤界獸圈，孤弱無與，此困亡之時也。遼遠不遂，使得復喘息，休養士馬，負紿西域。西域迫近胡寇，沮心內解，必為巨患。是以主上欲掃除，煩倉廩之費也。終日逐禽，罷而釋之，則非計也。蓋舜紹緒，禹成功。今欲以軍興擊之，何如？」
