大夫曰：「秦、楚、燕、齊、周之封國也；三晉之君，齊之田氏，諸侯家臣也；內守其國，外伐不義，地廣壤進，故立號萬乘，而為諸侯。宗周修禮長文，然國翦弱，不能自存，東攝六國，西畏於秦，身以放遷，宗廟絕祀。賴先帝大惠，紹興其後，封嘉潁川，號周子男君。秦既幷天下，東絕沛水，並滅朝鮮，南取陸梁，北卻胡、狄，西略氐、羌，立帝號，朝四夷。舟車所通，足跡所及，靡不畢至。非服其德，畏其威也。力多則人朝，力寡則朝於人矣。」
