大夫曰：「屠者解分中理，可橫以手而離也；至其抽筋鑿骨，非行金斧不能決。聖主循性而化，有不從者，亦將舉兵而征之，是以湯誅葛伯，文王誅犬夷。及後戎、狄猾夏，中國不寧，周宣王、仲山甫式遏寇虐。詩云：『薄伐獫狁，至於太原。』『出車彭彭，城彼朔方。』自古明王不能無征伐而服不義，不能無城壘而禦強暴也。」
