初，突厥既強，敕勒諸部分散，有薛延陀、回紇、都播、骨利干、多濫葛、同羅、僕固、拔野古、思結、渾、斛薛、結、阿跌、契苾、白□等十五部，皆居磧北，風俗大抵與突厥同；薛延陀於諸部為最強。
