上曰：「為朕養民者，唯在都督、刺史，朕常疏其名於屏風，坐臥觀之，得其在官善惡之跡，皆注於名下，以備黜陟。縣令尤為親民，不可不擇。」乃命內外五品已上，各舉堪為縣令者，以名聞。
