五月，辛未，以突利為順州都督，使帥其部落之官。上戒之曰：「爾祖啟民挺身奔隋，隋立以為大可汗，奄有北荒，爾父始畢反為隋患。天道不容，故使爾今日亂亡如此。我所以不立爾為可汗者，懲啟民前事故也。今命爾為都督，爾宜善守國法，勿相侵掠，非徒欲中國久安，亦使爾宗族永全也！」
