丁丑，詔以「隋末喪亂，邊民多為戎、狄所掠，今鐵勒歸化，宜遣使詣燕然等州，與都督相知，訪求沒落之人，贖以貨財，給糧遞還本貫；其室韋、烏羅護、靺鞨三部人為薛延陀所掠者，亦令贖還。」
