戊申，上還宮。結骨自古未通中國，聞鐵勒諸部皆服，二月，其俟利發失缽屈阿棧入朝。其國人皆長大，赤髮綠睛，有黑髮者以為不祥。上宴之於天成殿，謂侍臣曰：「昔渭橋斬三突厥首，自謂功多，今斯人在席，更不以為怪邪！」失缽屈阿棧請除一官，「執笏而歸，誠百世之幸。」戊午，以結骨為堅昆都督府，以失缽屈阿棧為右屯衛大將軍、堅昆都督，隸燕然都護。又以阿史德時健俟斤部落置祁連州，隸靈州都督。
