是時四夷大小君長爭遣使入獻見，道路不絕，每元正朝賀，常數百千人。辛酉，上引見諸胡使者，謂侍臣曰：「漢武帝窮兵三十餘年，疲弊中國，所獲無幾；豈如今日綏之以德，使窮發之地盡為編戶乎！」
