以吏部侍郎劉祥道為黃門侍郎，仍知吏部選事。祥道以為：「今選司取士傷濫，每年入流之數，過一千四百，雜色入流，曾不銓簡。即日內外文武官一品至九品，凡萬三千四百六十五員，約准三十年，則萬三千餘人略盡矣。若年別入流者五百人，足充所須之數。望有釐革。」既而杜正倫亦言入流人太多。上命正倫與祥道詳議，而大臣憚於改作，事遂寢。祥道，杜甫之子也。
