脩火憲，敬山澤林藪積草。夫財之所出，以時禁發焉。使民足於宮室之用，薪蒸之所積，虞師之事也。決水潦，通溝瀆，修障防，安水藏，使時水雖過度，無害于五穀，歲雖凶旱，有所秎穫，司空之事也。相高下，視肥墝，觀地宜，明詔期前後，農夫以時均脩焉，使五穀桑麻皆安其處，由田之事也。行鄉里，視宮室，觀樹蓺，簡六畜，以時鈞脩焉，勸勉百姓，使力作毋偷，懷樂家室，重去鄉里，鄉師之事也。論百工，審時事，辯功苦，上完利，監壹五鄉，以時鈞脩焉，使刻鏤文采毋敢造於鄉，工師之事也。

桓公曰：「四郊之民貧，商賈之民富。寡人欲殺商賈之民，以益四郊之民，爲之奈何？」管子對曰：「請以令決瓁、洛之水，通之杭、莊之閒。」桓公曰：「諾。」行令未能一歲，而郊之民殷然益富，商賈之民廓然益貧。桓公召管子而問曰：「此其故何也？」管子對曰：「決瓁、洛之水通之杭、莊之閒，則屠酤之汁肥流水，則蟁虻巨雄、翡燕小鳥皆歸之，宜昬飲。此水上之樂也。賈人蓄物，而賣爲讎，買爲取，市未央畢，而委舍其守列，投蟁蛇巨雄。新冠五尺，請挾彈懷丸游水上，彈翡燕小鳥，被於暮。故賤賣而貴買。四郊之民賣賤，何爲不富哉！商賈之人何爲不貧乎！」桓公曰：「善。」
