明主者，有法度之制，故羣臣皆出於方正之治，而不敢爲姦。百姓知主之從事於法也，故吏之所使者，有法則民從之，無法則止。民以法與吏相距，下以法與上從事，故詐僞之人不得欺其主，嫉妬之人不得用其賊心，讒諛之人不得施其巧，千里之外不敢擅爲非。故《明法》曰：「有法度之制者，不可巧以詐僞。」
