明主之治也，明於分職而督其成事，勝其任者處官，不勝其任者廢免，故羣臣皆竭能盡力以治其事。亂主則不然，故羣臣處官位，受厚祿，莫務治國者，期於管國之重而擅其利，牧漁其民以富其家。故《明法》曰：「百慮其家，不一圖國。」
