桓公問管子曰：「請問爭奪之事何如？」管子曰：「以戚始。」桓公曰：「何謂用戚始？」管子對曰：「君人之主，弟兄十人，分國爲十；兄弟五人，分國爲五。三世則昭穆同祖，十世則爲祏。故伏尸滿衍，兵決而無止。輕重之家，復游於其閒。故曰：『毋予人以壤，毋授人以財。』財終則有始，與四時廢起。聖人理之以徐疾，守之以決塞，奪之以輕重，行之以仁義，故與天壤同數。此王者之大轡也。」
