文學曰：「昔齊桓公內附百姓，外綏諸侯，存亡接絕，而天下從風。其後，德虧行衰，葵丘之會，振而矜之，叛者九國。春秋刺其不崇德而崇力也。故任德，則強楚告服，遠國不召而自至；任力，則近者不親，小國不附。此其效也。誠上觀三王之所以昌，下論秦之所以亡，中述齊桓所以興，去武行文，廢力尚德，罷關梁，除障塞，以仁義導之，則北垂無寇虜之憂，中國無干戈之事矣。」
