文學曰：「古者，貴以德而賤用兵。孔子曰：『遠人不服，則修文德以來之。既來之，則安之。』今廢道德而任兵革，興師而伐之，屯戍而備之，暴兵露師，以支久長，轉輸糧食無已，使邊境之士饑寒於外，百姓勞苦於內。立鹽、鐵，始張利官以給之，非長策也。故以罷之為便也。」
