賢良曰：「農，天下之大業也，鐵器，民之大用也。器用便利，則用力少而得作多，農夫樂事勸功。用不具，則田疇荒，穀不殖，用力鮮，功自半。器便與不便，其功相什而倍也。縣官鼓鑄鐵器，大抵多為大器，務應員程，不給民用。民用鈍弊，割草不痛，是以農夫作劇，得獲者少，百姓苦之矣。」
