桓公曰：「寡人欲籍於室屋。」管子對曰：「不可。是毀成也。」「欲籍於萬民。」管子曰：「不可。是隱情也。」「欲籍於六畜。」管子對曰：「不可。是殺生也。」「欲籍於樹木。」管子對曰：「不可。是伐生也。」「然則寡人安籍而可？」管子對曰：「君請籍於鬼神。」桓公忽然作色曰：「萬民、室屋、六畜、樹木且不可得籍，鬼神乃可得而籍夫！」管子對曰：「厭宜乘勢，事之利得也。計議因權，事之囿大也。王者乘勢，聖人乘幼，與物皆耳。」桓公曰：「行事奈何？」管子對曰：「昔堯之五更五官無所食，君請立五厲之祭，祭堯之五吏。春獻蘭，秋斂落，原魚以爲脯，鯢以爲殽。若此，則澤魚之正伯倍異日，則無屋粟邦布之籍。此之謂設之以祈祥，推之以禮義也。然則自足，何求於民也？」
